Cooking System Ingredient Usage
Having the option of each individual ingredient being star quality would be part of any decent system's design and is very simple to implement.

This is currently possible if you select the box of "use HQ ingredients" but should simply be the default setting. For example, if you do not select "use HQ ingredients" even if you have them, you cannot use them.

Not true, it's just handled really stupidly

I made a veggie chili yesterday, and I was out of star quality garlic, but it still let me make it with the "use ⭐ ingredients" box checked.
Its true. If you don't check that box, even if you have the HQ ingredients, you're not allowed to select it at all.

If you have it checked, it lets you downgrade the ingredient, but if you don't have it checked, you can't upgrade any ingredients even if you have it.

It's PARTIALLY true. If the box is checked, you CAN replace SOME ingredients with the non star version, if you're out. And since star meat and crops are way easy to get, I usually do that.

That's by design. If you don't check that box, the game assumes you don't want to use star quality at all, so it's not an option.
