Randomly from campsites in the RH. There are 10 locations and 2 per day are active, but you also get ingredients so it might take some time to actually get the recipes. One tea is from a quest I think.

Everything was fine, but the website refused to load. I spent 20 minutes staring at the game's name, but nothing appeared.

When the game takes forever to load, close the game from the icon in the task bar, wait a few seconds, and start the game again.

It's a quest from Binnie and did not actively show up for me, I just went to talk to Binnie when I needed the recipe and got the quest.
