Maji Market?

I taken a break from game few months, come back and there is a place called the Maji Market?

Never been/seen this place, guessing it's a special event that's on? I have tried going through the space where the carts/lanterns are but there is invsible like wall and no loading screen.

I looked up what times and between 6pm-3am and nothing, I cannot walk over and go to the market. Am I suppose to do something first or have I missed it or what?

I am tad confused lol.
