There aren't really any that are similar to Palia, but you might find one that's close enough.
An example of a game would be The Planet Crafter, though it shares very little with Palia. It's just to give you an idea of what's out there.

Another example would be Ark Survival with your character set to be invulnerable and your strength high enough to kill anything in one hit. The dinos will still attack you, but they won't be able to kill you. I suggest looking into Ark because it's less on the mature side than other survival games, but there are better games out there if you don't mind mature content.

If you don't mind blocky terrain, there's always Minecraft set to Peaceful mode.
Anything too similar to Palia will have villagers and quests and unlocks, etc etc. Unfortunately, people can't just point at a game and say "this is the one you'll love", so you'll have to do your own research into which game you want to play.
Tip: With Steam's refund policy, you can try out some games for an hour and see if it's something you like. Also check for games that have demos.
