I legitimately don't understand your issue though. Are you having problems just *finding* rare bugs? Or are you complaining that you can't one-shot everything you come across?
I tested out catch rates and caught thousands of bugs over several weeks. Even with a Makeshift Belt it's like a 20-25% chance to catch Rares with each throw. If you're having problems aiming properly at stuff that moves continuously, try catching some of the bugs that "dash" and then hold still like Firebreathing Dragonflies by the Mirror Pond / Mirror Ruins.
