They're from Germany and English probably isn't their first language.
Dunno about you, but I'm always impressed if someone from another country can speak a lick of English, because I've tried multiple times to learn a foreign language and always found it excruciatingly difficult.
But apart from this, you pose two questions, querying for both opposite cases. Is it going to rain tomorrow? Or not? To which by logic, the answer is always yes. It does not matter if he thinks German or Klingon.
