Idk if people actually pay for that as i don't watch content on it much BUT Assassin's creed DO have many outfit and weapons as a single player game !
Since many AC games do have that option, i guess they do sell them at some point ?
Anyhow, yes if you are sane you won't pay that much for an outfit for a single player game excepted if it's dlc content added with something i guess (like some games tend to do).
Assassin's Creed DLC has a lot more than just an outfit in it, they have new maps, missions, weapons, etc. other items as well. Assassin's Creed Origins did have two outfit packs back in 2017.

Either way it doesn't matter, S6 won't waste the resources to remake the game to have an offline mode for the game when they're already struggling.
And yes, partly offline playable would be great. Sometimes I'm just tired to see too many people run around way too quickly, making too much noise while I want to read what the NPC's tells me.. and additionally players have annoying blinking or too colorful outfits on. Oh my nerves!
