Have you checked your GPU Clocks? I randomly started having issue, where FPS drops to near 0 when exiting safespace, turns out that for some reason GPU Clock was not set correctly, and the game basically was limping on whatever frequency DE wanted.
Can't comment on NVIDIA and Intel Arc GPUs, but on my RX570 I had to play with power modes a bit using LACT. You could also set minimum frequency to the maximum one, essentially locking GPU at certain (max) frequency to make sure it's related to that.
