It could be that they brought their phone, GPS and maybe a few other gadgets with them from overseas, from whatever English speaking country they're from.
That would explain why those electronics are set to English.
I also tried looking up what that voice is, that speaks every time you start your car in the garage.
Not sure if this is correct and period accurate, but it appears to be a card reader for an ETC (electronic toll collection) card and the voice either tells you that no card could be found or explicitly reminds you to insert your card into the reader before you drive off.
Since these electronic toll collection booths and card readers seem to be primarily a Japanese thing, it makes sense the voice would speak in Japanese as well, even if your player character prefers speaking English.
In summary, I think the game actually has enough wiggle room to explain why the GPS, phone and maybe some other gadgets the player could have access to are set up in English, but the tech they acquire locally is set to Japanese
