Должно получиться: "rem set __COMPAT_LAYER=WIN2000".
И сохрани изменения.
Open the file "Run.cmd" in the root directory of the game and write the word "rem" before the line "set __COMPAT_LAYER=WIN2000".
Must have: "rem set __COMPAT_LAYER=WIN2000".
And save your changes.

I strongly recommend this solution- works fine on Win10x64; this post should be pinned or fix for Run.cmd should be part of installation
Honestly a working solution.
Though I've found that running the 'Troubleshoot compatibility' option on the main EXE, letting the system apply the settings (it hit winxpsp3) and doing what is above, but using WINXPSP3 instead.
This had better results.
--- far more stable & less likely to lockup under rapid clicks [which seemed] or weird menu / tooltip accessing.
--- I notice a few rapid flashes of 'Direct Draw' loss, where I was getting locked up before.
== Yes these can mostly be avoided if you don't do rapid clicking or click to fast on too many different elements... but I hit more than I care to admit to just going back & forth reading menus & looking at things.... soooo ya know... it happens.

The game reacts .. exceptionally poorly to losing focus x}
windowed mode is interesting (not worth using for this game)
Though, i'm sure that I am missing things, but honestly the game honestly seems to be very rock solid..... outside the poor aging from what's likely windows 9X based code to NT base methodology with a good 20 years of development.
I can run the game exe without the bat file (though ya know steam hours & such, so I keep the bat file around)
Very interesting game so far.
