Can't find Igor/Buy Marry a Dress

As you can tell by the title, I'm at the point in the game where I have to buy Mary a Dress (she already told me about it) and I need to keep following the cop but first I have to find igor. I might be stupid but I cant find either Igor anywhere or buy the dress.

Also Im a native German Speaker, sorry for my bad English.

Talk to Mary in the evening to go to the shop and buy her a dress you don't buy it directly from the store ! , fiding Igor is a bit further into the story from your point in the game .
