Having issues with the following:

Mary: I need to buy a dress for Mary, but the Fashion Store and the regular store won't sell me one.

Christy: It tells me to watch for the policeman, but Susan's house is inaccessible. It says to start by finding Igor, but I have no idea how to start that.

Library Woman: 4/5 on Elite Pouches. Fifth is either at Ghetto or Susan's. Can't find it at Ghetto (if I haven't found it already), and it's never shown up at Susan's (which is now inaccessible).

Nobody is showing up at the Ghetto, no matter what time of day or where I click.

Talking to Mary or Christy gives me nothing new.

I feel like I'm softlocked into just searching the park for money and pouches, then going to bed. Day, after day, after day.

Where did you find your pouches? Cause I found the one in the ghetto and I'm still stuck on 4/5. I went to shop, house, park, and ghetto.

I moved around so much, I can't fully remember. I think I'm missing the one at the psychiatrist's home, but if so, it's never shown up for me.

p.s did you speak to mary in the kitchen because it comes up with talk then 200$ for dress option.

Yeah, but the dress in question never showed up anywhere for purchase.

What do you mean you have to get the dialog option from mary in order to buy the dress for 200$ just try to speak to her or do another task from someone else just in case to see if you have been soft locked out of it.

I was forced to delete my entire playthrough, and start from the very beginning. I spoke to everyone I could, looked at everything I could, in every location I had available to me.
