You need GNBSP386.EXE (or GNBSP.BAT).
Unfortunatelly, (at least in GOG version) GNBSP still requires copy protection, also, the GOG version freezes on certain screens (original CD version works), so I am highly interested, if Steam version has (or has not) same issues.
GOG version: to run scenario editor with GNB3:
look at the GNB3-4 folder and backup all the GNB3 files (without the .bin one) in case you've done something wrong next.
first step: create a batch file to launch the editor.
- copy "run-game-GNB3.bat" and rename it "run-editor-GNB3.bat"
- modify your new file: replace (at the end of the file) "-conf gnb3-game.conf" with "-conf gnb3-edit.conf" and save it.
next step: create a configuration file for your new editor batch:
- copy "gnb3-game.conf" and rename it "gn3-edit.conf" (same name you use before to modify your .BAT file)
- modify your new file: locate (at the end of the file) and replace "GNB3.EXE" with "SCEDITOR.EXE". Save it.
to launch the Editor, execute your batch file "run-editor-GNB3.bat".
It works for me !
maybe you can use the same process with GNB4, not tried yet.
