And it's not. I even tried taking the batteries out of the controllers, but the problem persisted.
I also managed to play for a long time if I kept my arms bent at the elbows right in front of the helmet, but as soon as I took my arm away there was a pause with the message that I switch to the controller. I mean the problem occurs when I take my hands away from the camera tracking area, left, right, up, down.
My friend recently bought a pico 4 ultra as well. I asked him to test hand tracking in Maestro and he had exactly the same problem.

I also note that in the game menu hands work properly. Pause is set only during the game.
Make sure you are within the headset's action zone, and if you’re playing seated, try activating the Seated Mode in Maestro :)

Any news - I have solved my problem.
I found ALVR program for streaming from PC on github.
ALVR has two hand tracking modes, “SteamVR input 2.0” and “ALVR bindings”.
In “ALVR bindings” mode hand tracking works perfectly. There is no pause during the game.
But in “SteamVR input 2.0” mode the bug with pause when losing hands is reproduced.
