how can i change my controls

I hate the key bindings in this game. I also am looking for a way to remap the keys or this game is useless to me. The developer states in another post, "The ~ and q can be changed when you start the game, the keys are fully configurable, so if you prefer to use b, you can simply set it." But doesn't say how this is accomplished. I have yet to find a way. Please help.
