As long as they are the same size as the current ones (as well as the same amount of tiles), yes. You can add new tiles I think, but might need to add them in the tiles sheet as well as dungeon generation.
But I'm mostly guessing for now.
Sharing the tilesets you made for others to try/use yes.
Honestly I intend to add some sort of modding support via steam workshop but no ETA on that right now.

Just a couple of questions:
How do you select a spell target with the wizard using the keyboard? I am an old-school gamer and I appreciate keyboard-only controls :D
Does this game use a custom-made engine or you used something else?
