I cant make a custom scenario?

My only options are to start game/load game

When I click start game it opens the load game part and theres nothing to load, and I dont see a create button?

Hello, what you'll want to do is go into the "Tools" menu and along with the coaster and peep editors, there will be a custom scenario editor.
Edit your scenario, then save it. You can then load it through the custom scenario start game buttom.
The load game loads saved sessions from games you started with the saved custom scenarios, it is a bit confusing :)
