how to play free mode?

who wants to play a campaing? -_- i want to start from the beggining like the sims but when i go sandbox i have infinite money i no want to play cheatedno have fun with, how to mplay free mode without infinte money?

In order to play something similar to the sandbox, but with money, I suggest that you look into the Scenario Editor. It allows you to create a scenario for you to play. You can set park land, set how much money you start with, and so on. Then, save it as a scenario and load it up in the sandbox mode. If you need further help, please let me know.
