I expect Atari simply aren't selling the game any more so they never have to pay any further royalties to Frontier. Cutting their nose of to spite their face.
It seems making F2P mobile games like RCT: Touch and selling card packs has been pretty profitable for Atari which is why they're pretty much exclusively focusing on the mobile market going forward. That and they managed to ride a wave of nostalgia (and earn $3m) on their Atari Box VCS campaign.
Atari will survive, the quality of their upcoming games and post-release support of pre-existing games will not improve any time soon.
The popular sim was removed from the likes of GOG and Steam without explanation from publisher Atari (we've asked Atari for comment).
A spokesperson for GOG told Eurogamer it pulled the game "due to expiring licensing rights", and stressed it'll talk with "new distribution rights holders" to bring the game back as soon as possible.
