Waterfalls are one of the most finicky things in the game, look great when you get it to work properly though.
Also the anoying pool - can't put food stalls and restrom inside the pool and also there are no spciel pools for the slides.
If you want the appearence of a pool complex, make a u shaped entrance area. I place a 3x3 road square and place a small fountain in the middle then build my pool around it on three sides. so I now have a 5x5 area I place pool entances and shops around my road square. The 3x3 gives space for 11 shops etc. I would normally place 2 entrances on either side, a toilet, the four pool shops, a drinks and a food shop. Then use build tools to place an appropriate themed wall around the pool. If you have lots of space, you can place seperate pools (side by side, but not joined) for your slides. You can even place two seperate pools one above the other using the spiral pool ladders to access the top level. To have two pools at ground level, I simply place a road and build a u shapeed pool on either side. I like the water path for this . Use the landscapeing tool to lower the land where the path will be just one unit so that the path will be raised and so be a covered path.
If you have a prefered size, save the pool and then you can simply select and place.
This is not ideal either, but it works and your pools give more income if seperated. The foolish little peeps will often visit, and pay to enter, both pools
Incidenly, have you managed to make the submarines work - mine seem to be very crash prone. Good for killing peeps and plumeting park ratings!

The picture shows 3 seperate pools (Top pool, or pool pair cut away so that the bottom is not obsured). The Whale changing rooms lead to the two ground level pools. The Steamship is used to show three different ways to access the top pool. One is inside the pool complex, one using a pool ladder outside the complex and one using footpath outside the complex.
I have not used themed walls for the example.
