To access the Event Viewer, just start typing Event viewer into the bottom left search field on the Windows tool bar. It should pop up as the first option.

Looks to be an AMD related problem (atio6axx.dll). I'm on an nVidia gpu so can't be of much help; hopefully someone else will chime in. I do recall that the latest AMD driver is not compatible with Vulkan (Laminar have reported this to AMD), but I was under the impression that XP would not even start if that driver was detected. Just in case, check out the 11.50 release notes (google 'X-Plane 11 developer') for further information.
