Also different plugins can have an effect on fps.
Honestly you should be able to run it easily on any settings. Where did you get your system from?

With the system you have you should be able to run the settings that John posted at 4K (except you don't need 4x SSAA for anti-aliasing) and get over 30 fps at the most complicated payware airports using the most complicated aircraft. X-Plane, while not ideal given that it needs an update from the current OpenGL setup, still offers good overall performance - I would argue somewhat better than P3D for equal graphics quality. I have the same setup as you except the 8700K @ 4.9 GHz (constant).
You might be right. Please make sure your monitor is plugged into your graphics card, NOT in one of the motherboards built in outputs.
You will only get 144Hz if you have a 144Hz monitor. And anyway, this will not improve the frame rate of X-Plane.
