Quick Answer - Open up the Settings.txt file in the 124thATC64 plugin folder and change the updateCheck#0 setting to updateCheck#1

I'm using the 124thATC v2.0-a59 plugin as well and all is okay. I've compared your Log.txt file with mine and notice you have disabled updates?

I believe there was an issue a year ago ( Oct 19, 2018) when the Developer (Antonello - ntnll) updated his website to use SSL certificates (https instead of http) and didn't update the function call in the ATC plugin to reflect this change.
As a result, people made a change to the Settings.txt file in the 124thATC64 plugin folder by changing updateCheck#1 to updateCheck#0 to get it working again.
Refer comments from Antonello (ntnll) on October 19, 2018 in the post below where he talks about the website updates and how he rectified this issue.
