But what am I supposed to do when I click on it? There is no download button anywhere. And there are a hundred files on the inside. I tried clicking on one of the files and I just get a "oops something went wrong" error from the google drive.

How am I supposed to download this mod then from the link he provided?

Just double click the 3_38 full file. the error is just because it's too big for google drive to scan for viruses. Just click download anyway. The other files are simply the full zip split into chunks to download small parts at a time if you need to.
