Unlike FSX, X-plane models Tiller stearing on larger aircraft, so your rudder pedals will not affect the nose wheel movement until you either assign an axis for tiller stearing or switch entry modes within the plane itself.
The toe brakes do not move control surfaces. I assume you mean pressing the left and right food pedals forward respectively... which should move the rudder once you have hydralics powered up.
