Report a translation problem
Unlike the phototiles all of the building/street overlays are placed into a single folder that must also be present in X-plane's scenery structure.
You must then also assure that the Ortho overlays sit much higher in the scenery.ini file.
Check the make sure that Ortho is actually generating overlays, and that you see overlay generation in the logs.
Often people have the scenery tile generation set up correctly but their installation is not retrieving overlay data nor generating the overlays.
