What you pasted above are the instructionns for how the x-plane "updater" app works for those who either wish to include or exclude themselves from updating to a beta version of their installed version of the "non-Steam" x-plane.
I'm pretty sure the Steam version of Xplane likely works differently, and will not use the xplane updater app as described above...Steam software tends to be self-updating and requires no special actions by the user. You can purchase xplane v10 on Steam, but NOT v11 yet on Steam. If you want v11 now instead of waiting then you can only purchase it from Laminar themselves and download and install it yourself.
Hope this leaves you less confused :-)
Well, if Laminar would give us Steam keys if we buy now @ Laminar, I'd buy @ Laminar. If not, I'll wait for it hitting Steam.
At worst reboot and restart Steam. Make sure your Steam client is up to date.
