If so, then in X-Plane, have you set up a key to activate TrackIR? That's in the settings -> keyboard tab. Type "trackir" in the search bar. You'll see "Toggle TrackIR control" show up. Assign a key to it (you can do the same with a joystick button of course).
Then, in 3d cockpit view, use this button or key to enable or disable head-tracking.
Many a times have I had to run programs as admin to get TrackIr working. Make sure to follow Phils advice, he is a dev after all. These are just my anecdotes anyway.
It works for other games and it worked here just one and now it does not work at all only for X-Plane 11
