Are you using multiple monitors? The game should default to whatever native resolution a chosen monitor has, but for whatever reason we can change it manually only in the windowed mode.
Would you be able to send us a screenshot showing that the graphics are blurry so that we can take a closer look?

these screenshots i took in 1920x1080 resolution. I also noticed that image in the mirror from 1st person view is more clearer

I just want to recap the issue you are facing.
The blurry graphics is mostly due to the fact that the game does not let you select the native resolution of 1440p but instead only lets you use 1080p, unless you activate resolution scaling in Nvidia control panel. Is this correct?
If yes, what screen do you have? What brand and model? What is the full native resolution and format? Is it a standard 16:9 2560x1440?
In one of your messages you said "Also cant change resolution from 1920x1080 to 2560x1440, my monitor allows that resolution"
What do you mean by "allows"? Is it the native resolution or do you need to manually set it up?
Is it connected via HDMI cable or display port?
Do you have the native resolution set in Windows Display settings and size and layout set to 100%?

You managed to override the native resolution of your screen?
I have not seen anything like that, to be honest.
It may damage your monitor, unless Asus officially allows that and says it's safe.
I would advise you to stick to the native 1920x1080.
Each LCD matrix is optimized for a specific resolution. Going down or up will affect the picture quality.

I think this is not the game issue that it looked blurry on a screen with non-native resolution. As I said before, LCD screens are manufactured to work best and offer the best picture quality when switched to their native resolution. Anything else, and the picture quality will suffer.
As for the TV, it's difficult to advise you. There are multiple modes available. If the TV is fairly large - 40+ inches, the 1080p will be seen probably more pixelated and worse than an 24inch PC monitor.
