Sorry to hear it you are experiencing the Dolphin-028 error when trying to launch The Crew Motorfest or the Ubisoft Connect in general.
In case you are still getting this error please try the following:
- Download and install the latest version from its official website: Download Ubisoft Connect[www.ubisoft.com]
and run Ubisoft Connect as administrator.
- Clear Ubisoft Connect cache folder:
Clear Ubisoft Connect Cache[www.ubisoft.com]
- Open up Command Prompt as administrator and type the following to disconnect from internet:
ipconfig /release
and then type this right after to get internet back:
ipconfig /renew
this resets the local IP address of your computer.

I've already done everything you advised. It didn't help.
Sometimes this error appears. I tried to change the proxy as indicated in reddit, but the changes are not saved. Most likely the problem is in Windows 11

If a VPN resolves this issue it could be an ISP related or a restriction.
Did you try sharing a mobile phone connection via a hotspot, to see if there is any difference with a different internet connection?
Of course, provided that your mobile phone service provider is different from your broadband provider.
I don't have a wifi router on my personal computer to connect to my mobile phone's hotspot.
You may have misunderstood me. Sorry.
You do not connect a router to a mobile phone, you activate a hotspot feature on your phone, which creates a Wi-Fi connection for other devices to connect to it.
It basically turns your phone into a mobile data router.
If you are not sure what it is and how to use, google the phrase "how to activate a mobile phone hotspot".

I immediately understood what you mean, but wired Internet is connected to my PC. I don’t have a Wi-Fi device inside the system unit, so I won’t be able to connect to the access point that my phone creates

If you would still like to test this idea of different Internet connection, mobile phones usually also come with a data sharing via USB tether. So, instead of the a mobile hot spot (wireless) you can share you phone's Internet via a USB cable.
The generic manual how to activate it from Google search:
Tether by USB cable
Using a USB cable, connect your phone to the other device. A 'Connected as a…' notification shows at the top of the screen.
Open your phone's Settings app.
Tap Network and Internet. Hotspot and tethering.
Turn on USB tethering.
Give it a try and let me know.
