Report a translation problem
The Crew 2 had pedestrians and no Toyota, The Crew Motorfest has no pedestrians, but has Toyota (same as Forza Horizon, by the way).
Now I know this could be coincidental, but at the same time I also know that licensing is an absolute nightmare. And with how picky Toyota has been in regards to appearing in games, I'd assume this whole "image" of one of their cars endangering pedestrians might be a reason as to why pedestrians are not a thing anymore.
It's a shame... the empty city is so depressing, in my opinion.
Welcome to the world of licensing where a lot of stuff doesn't make any sense.
Some manufacturers are picky like that.
Personally, I couldn't care less about whether or not pedestrians are walking around. More cars (traffic) on the roads would look better in my opinion, but that would also impact gameplay for the worse (slaloms and escapes are already annoying to play as is due to traffic).
