It was like that 2-3 months ago.
I just got it and managed to make it work
Am gonna presume that you started to download TCM and then proceeded to copy paste those files into steamapps/common. It doesn't work this way cause the download cache is in a different folder
What I did is I installed TCM and uninstalled it. That created the empty folder inside common. Then I paste the content of the demo inside that folder and last I go to steam and install TCM again, this time it won't start downloading, it will just validate the files. Downloaded and extra 200 mb and all works
Edit: just used this to copy my red dead 2 files from rockstar install over to steam(got upgraded version on steam for easier overlay integration etc) as well. Nice.
