Imagine hating on one game, then suggesting another game which might face the same issue one day. Funny.
Anyway, on topic, both games are different. Which one is better is down to personal preference and can't be clearly defined.
I prefer TCM's gameplay, visuals and sounds.

Yeah well... with some devs willy-nilly banning players without proof at times I wouldn't say "better support".
Plus the post-launch support for TC2 has been better/longer than for FH5 (so far).

The Crew 1 was actively supported for ~3 years, which is the same as any FH game up to Horizon 5.
Now compare to The Crew 2, which was actively supported (as in, has received updates) for a total of 5 and a half years. That is a good life expectancy for any game really.
And the whole "At least it's not a Ubisoft game" argument just seems rubbish to me. Any publisher has the right (hate it or not) to remove the license from you, so eh.
It's not even close, over 30m people played and 20+m in sales from Horizon 5..not included H4 or Motorsport series. The crew 1+2 have at the very best total 20m in sales.
And check the steam db..motorfest is currently at less then 1000 players, it peaked on release 1186..FH5 on steam peaks 20k players daily..
Motorfest is not Steam-exclusive though. It was released half a year ago on various other platforms, such as PS4, PS5, Xbox One, Xbox Series S/X, Ubisoft Connect and Epic Games, whereas Forza Horizon 5 was released on Xbox, MS Store and Steam at the same time. Taking only Steam as an indicator for TCM's playerbase is not accurate.
For a more accurate estimate of TCM's playerbase, I checked the current standings of the Summit, which has 76474 players ranked right now. Which means over 70k different players have played The Crew Motorfest during the last week (across all platforms).
And just to throw more numbers into the ring: I checked the total ranked players for one of the Speedtraps for the "Made in Japan" playlist (which I assume to be one of those playlists more players are likely to play due to it revolving around Japanese car culture): 739.239 players are ranked on that Speedtrap.
The first event of the same playlist has 2.772.569 players ranked; the last event has 2.020.408 players ranked.
And lastly, in the current Main Stage (which requires getting level 4 on either of the 3 timelines) there are 128.613 players ranked, which makes it 128k different players that have played within this month.
Even if all this doesn't mean that TCM has more players than FH5, it clearly shows that your SteamDB data is insufficient.
- Even Forza Horizon 4 still has a active player base, and it's from 2018. You will always find people playing Forza Horizon 4, at all times of the day. Forzathon, active. People driving around and hanging out, active, PvP, not as active but you'll still eventually find people doing pvp. Personally, I log into Forza Horizon 4 twice a week to race with a friend, and I always see people driving around in the map.
- Good luck with Motorfest is about all that I have to say. I won't buy it, so I can't comment on it's playercount. What I will say, is that on Steam, The Crew Motorfest isn't even close to the Forza numbers.
At any time between now and 10 years The Crew Motorfest will be yanked from you, so just giving you a fair warning. Forza Horizon games have a offline mode at least, so if the Online portion is ever shutdown, then you can still play the games.

Even more play Forza Horizon 4 & 5 through the Microsoft Store, so it's up to you which platform you want to play on. Forza Horizon 4 is also way more stable in the MS Store, than it is on Steam - I can't even play Forza Horizon 4 on Steam without it crashing.

It'll be shutdown within 5 to 8 years, and since TDU SC will be a always online game, then it be a digital paperweight just like The Crew 1 and eventually the rest of the The Crew games.
Forza Horizon games have a offline mode, so at least they will still be playable when the servers are shutdown. I can 100% play Forza Horizon 3, 4, and 5 without a internet connection.
The Test Drive Unlimited that always provided a offline mode, is gone.
TCM is just blatant Horizon rip-off, and it traded everything The Crew series was. And it shows, peaking 1186 players, even The Crew 2 peaked 12748 back in 2018 on release. If you want your money worth get FH5 more cars, and 20x bigger community and at least you can play it offline and in 10 years.
Pros of this: Surprisingly quick loading times, bigger map
Cons: Not real car customization, cars are expensive, really annoying cutscenes and constant talking to you, don't like the nitro used in most races, way too much monetization
Overall the Horizon games are much better, but they are stale. Hopefully 6 will have a huge map and not a postage stamp sized one.
Graphics are a mixed bag. This is more colorful and much better water effects but the world seems less detailed and faker looking.
