Hard to say.
I play both regularly and overall I prefer Motorfest for its visual style and its sounds. And I also prefer TCM's handling, which is overall more arcadey (but still feels grounded).

Generally speaking, I would say FH5 offers way less variety in gameplay than The Crew Motorfest does; the festival playlist changes each week, offering you one new exclusive reward each week. But the playlist in itself doesn't change much at all and always sticks to the same formula.
The Crew Motorfest's playlists, on the other hand, offer way more varied gameplay.
And although the names are the same, "playlists" are something entirely different in both games.
-FH5's playlist (or "Festival Playlist" as it is actually referred to officially) is a collection of events and tasks you complete to gain points, which will give you exclusive cars
-TCM's playlists are a series of events (between 5-9 events per playlists), based around a certain theme ("Made in Japan" for example focuses on Japanese car culture, such as tuning, drifting, etc.; there are also playlists that focus on specific brands only and their history, such as "Automobili Lamborghini" or "911 Legacy - A Porsche story").

In regards to online play, TCM is again more varied overall, offering Grand Race (a 28 players PvP race using 3 types of vehicles each time; for example Street Cars, Rally cars and then Alpha GP) and Demolition Royale (a battle royale with demolition derby cars).
However, TCM's downside is that when you want to drive a race, there is no way to choose which vehicle types you want to race; the Grand Race changes every 30 minutes with no way to just queue for a different race. FH5 lets you pick which type you want to race (Road Racing, Street Racing, Dirt or Cross Country), and you can also choose the performance class you want to race in.
Alternatively, you can also play the "Horizon Tour", which is a 6 players vs. 6 bots co-op championship (3 races).

If you are into customising your vehicles, TCM is the better option. Nearly all of the roadcars are customisable (bar some exceptions).
Though FH5 is the better option for you if you want to tune your car's performance to your likings: you can swap the engine, changes tires, swap the drivetrain... TCM is way simpler in that regard.

The last thing I can think of for now is the progression. And honestly admitted, Forza Horizon 5 barely has any. For every level-up, which is 15.000 XP. In a wheelspin you have a high chance to get a car. And then there's also super wheelspins, which is basically 3 spins at once with a higher droprate for the more desirable stuff.
To put it short, FH5 likes throwing things your way and you barely get any feel of accomplishment.
Now while TCM may be a bit more grindy, money isn't all that hard to come by, and with the challenge system (unlocked after completing a playlist; includes stuff like "Drive 20 minutes in freeroam with this vehicle) it also offers more variety. There are also photo-ops in TCM, which require you to take photos of landmarks or certain cars, and these also give you money.

My advice: try both games.
For TCM, you can play the Trial version (which is basically the full game, limited to a total of 5 hours; progress will be carried over into the full game if you decide to buy it).
And to test FH5, try the Xbox GamePass for one month. Should be enough to get an idea what that game is like.
But be aware that any progress made in FH5's MS Store version is not compatible with the Steam version (meaning you will need to start over if you decide to buy FH5 on Steam).

Personally I find both games worth playing. For me it's not an "either this or that" decision, as both offer entirely different things.

Much has been copied from Forza Horizon
also looks better to me from what I could compare with videos.
But the crucial point for me is that there is no online compulsion, you can play Forza Horizon offline when the servers are down, and I will no longer support something like The Crew.
DEATH(AMDX6) Jun 4, 2024 @ 11:48am
if you compare offline or singleplayer then definitely Crew Motorfest.

Their latest year 1 update video looks like an early PS3 game.

Horizon looks waay better, is better optimised and having played both, the presentation is just "off" in Motorfest. Cringeworthy. With Forza they know it's all abit daft and is self referential. Motorfest tries too hard. My opinion anyway.

Thinking about my debate, I'll say this OP:

You should try the Motorfest demo and see if you like it. Beyond that, Horizon to me is awesome, but the only option is to buy it, try it, and refund it if you don't like it. There's plenty of videos on Youtube, and plenty of info through the search engine. Plus, plenty of reviews.

If ownership is important to you OP, then definitely Horizon 5. Otherwise, best to try them both and see how you feel.

edit:
Forgot about the Game Pass. You can also pay the sub to try Forza Horizon 5.

Forza horizon 5 will be yours forever, the crew motorsport will be yours temporarily and then you will never be able to play again... then you choose where to invest your money.

The obvious:
- You will never own The Crew Motorfest, and Ubisoft will yank your license for the game whenever they feel like it.
While Forza may not yank the license, they may ban you randomly for whatever they feel like (at least they had a trackrecord for that during FH4 times).
Further, if "owning a game" is so important for you, why do you not go around in NFS Heat's discussion board? Or NFS Hot Pursuit? Or Project CARS? Or DiRT Rally 2? And who's to say we really own FH5 and not only a license to use the product?

The good:
- Forza has more cars.
More cars with way less care put into them; each car uses the same animations for the drivercam. If the car even has animations at all (looking at the Lotus Elise GT1, for example. Or the GMA T.50; those 2 have no shifting animations at all).
And those cars that do have animations just look dull and bad. FH3 was way better in that regard.
And well, Motorfest is better in that regard.

- Forza offers a variety of content. Including but not limited to: Drag, Drift, Circuit, Sprint, Street racing, Offroad, Dirt racing, Story chapters, a huge PvP community, Festival building, Forzathon events to get rare vehicles.
TCM also offers the same variety of races. And some more, even, given that TCM has boats, planes and bikes of various kinds.
Plus with TCM's vehicle types, the gameplay is way more varied as each type offers its own, unique handling within the class.
And the Forzathon events are more of the same each week. They don't offer anything unique to them. But the same can be said about TCM's Summits in most cases.

The bad:
- Forza AI is overpowered, even on average. Also depends on the track.
Not at all, except on the Tierra Prospera circuit. God I hate that track for the broken AI on that.
- Traffic spawn distances are horrible. You have maybe a second or less to not run into a vehicle, and you can clearly see the NPC traffic spawning just to get in your way.
I have not had this happen to me once. Neither in FH3, nor FH4, nor FH5, so no idea what you are talking about.

If you like arcade driving get TCM, if you like more realistic driving then get Forza.
In my opinion Forza is way better in every aspect, TCM handling just feels off, the colors are way over saturated which makes my eyes tired and the dialog is cringefest to the point that I literally muted those annoying voices who never stop talking during any race
These are my opinion

Graphic = Forza Horizon 5 Win
Car Physic = Forza Horizon 5 Win
Livery system = Forza Horizon 5 Win
Map Size = Forza Horizon 5 Win
------------------------------------------
Content Playlist = The Crew Motorfest Win
Car Sound = The Crew Motorfest Win
Vehicle Customization = The Crew Motorfest Win
Map Scenario = The Crew Motorfest Win

both are good, but im more leaning on motorfest.

Here's key point.
- Forza has more realistic approach on graphic side, while motorfest is more colorful.
Ironically motorfest which copying forza's formula of festival nailed festival vibe better.

- Forza map is mostly looks same, while motorfest arguably has more variety.

- Forza FPS is uncapped, while motorfest is either 30/60 only.
One of biggest red flag for motorfest. 60 FPS cap on 2024 is quite bad.

- Forza has small amount of variety for activity, while motorfest is more.
And motorfest still being updated to ensure it makes the gap even wider.

- Forza has "slot machine" to get your car, while motorfest need you to grind.
This is ultimately depend on preference, but i find motorfest grind makes the car have more value. You work to get your car, not randomly dropped to you.

- On scale of 1 to 10, forza is 6 sim 4 arcade, while motorfest is 5 sim 5 arcade.
People who prefer sim racing would find forza more enjoyable.

Now you got my curiosity. Why?
If anything I would consider both games equal as both have some flaws in their livery editors.
In FH5, I find it very annoying that you can't properly view the livery before applying it. Means you need to download, check the livery and then delete the downloaded file afterwards if you don't like the livery. Everything takes so long to do.
Plus you can't change change colour of rims, calippers or car's body. Especially rims are a problem because if whoever designed the livery has not painted the rims, the rims will appear in their default colour (which can look really bad because of how some rims are painted).
In TCM the problem is that most players (seemingly) don't know how to change the material of the livery, leading to most livery either being matte or metallic (while metallic for some odd reason just looks terrible in TCM). Further, the ability to paint windows is a gift and a curse at the same time. 90% of liveries are just fully black cars with black windows. Browsing liveries is also a pain in the butt due to how the menu works. No ability to set any keywords when uploading liveries (or looking for any) are also bad design choices.

In all honesty, for liveries I'd actually say that NFS is the best, because there you can edit a downloaded wrap to customise it to your liking.

Comparing Motorfest with any game in the Forza series is an insult.... Motorfest is a soulless game, I feel like I'm playing a FAKE FORZA! The Crew doesn't compare to any Forza!

The Crew motorfest appears to be a CTROL C + CTROL V game, a generic game made to make money without love from the gaming community. (REMEMBERING THAT THE GAME WILL NEVER BE YOURS, THEY WILL REMOVE IT FROM YOUR LIBRARY AT ANY TIME IN THE FUTURE)

Forza is a work of art! It's far ahead of any car game, the only one that can compete with it (maybe) Gran Turismo, Motorfest has a terrible customization mode, Forza is much more complex and detailed, the community is huge! and is always active in sharing tuning, customizing paintings and real replicas and everything else....

The sound effect of the cars is a spectacle in itself, radio forza has charismatic announcers and great music...

Forza has many charismatic characters... Motorfest doesn't have that charisma, again it looks like a generic game

Forza runs above 60 fps, motorsport 60 fps stuck and very inferior graphics and terrible optimization... it runs at 60 fps with a feel of 40 fps. Forza runs smoothly on any old hardware...
Graphics, lighting effects and Forza reflection are light years ahead of Motofest

You will realize that the force devs put a lot of love and care... every detail in the game you will be in love with what the team did... the open world has several biomes, several weather modes even sand storm.... crew is a poor game, without soul, without personality and totally dispensable

Forza has a car auction, to buy cheaper cars or to sell repeated cars and earn a lot of money in the game... if you are a car preparer or a car painter, you will earn money in the game when someone downloads your shared art, every week There are events that earn you XP, in-game money, exclusive, rare and common cars...

Forza has several modes... night racing, drift, rally, drag racing, survival mode, track, open racing... endless options...................... .................................................... ..

I'm a lover of all types of car games, I have them all: Project cars, need for speed, F1, DIRT, GRID, automobilista, Forza and several other car games in my library... The crew 1 (I don't have it anymore because I was stolen by dev), The crew 2 (I still have it for a limited time)

Anyway, I DO NOT recommend The Crew Motorfest for lovers of car games.... because it is a GENERIC AND SOULLESS game, CHEAP AND POOR COPY of Forza Horizon.... a failed game with days on end and totally dispensable.
