Hello, I hope you're having a great day! To get the second office, you'll need to complete all the main and side missions first. Once that's done, you'll see the symbol for the second office on the map, just to the left of the town hall. Head over to that location, and interact with the sign in front of the office to purchase it.

It's in town. It will tell you when it's time. Mine is useless, because it is on the second floor.
