Bugged floor - Cannot remove carpet and part of the floor tiles

Got this contract to remodel the house. For some reason the carpet and the floor tiles in this area cannot be removed.

I tried saving the game and restarting it, but didn't change anything.

Edit: The balcony in the background is completely bugged. Can't remove the floor to place over 400 new marble tiles. The hitbox for the hammer is missing.
