DreadOut is episodic, so one cannot compare the full experience yet (Act 2 releases later as a free update for purchasers), but its a lot lower budget than FF, with a lower staff count and far lower budget. The atmosphere is very good in DreadOut I feel, and helped by a fairly unique audio design element, but compared to FF there's a few things it does worse. The snapping shots of ghosts is a bit weaker, as there's no charging shots or damaging an enemy more if you shoot them right before they attack you, or any sort of real point or upgrade system. So the combat feels a bit-more Fatal Frame-lite as it is. And they manage to feel fairly different, as Fatal Frame pulls a lot from Japanese folklore and myths while DreadOut pulls a lot from Indonesian ones.
So I would say not as good, but still good, and I think if you liked the FF series there's a far higher chance this sort of title may be more in-line for you. But it's first act is on the shorter side (though secrets aplenty), and a bit low-budget, but has a lot of heart in it. I don't think it reaches the highs or lows of FF personally, but I also feel it has its own rather good, and somewhat unique highs and lows.
DreadOut is really good and different enough. Maybe if the game is successfull, they could release an upgraded pack of textures to make it look better. But they sais act 2 will have different game mechanics. so it could only improve. I remember seeing a demo where Lina has a video came and she still has 2 empty slots beside her cellphone,
For the price, it's a must own if you have a 14.99 USD to spend.
At the moment you get a good game that is a little short and could use a little more polish here and there. If you are a fan of Project Zero, you won't mind the backtracking, there is less of it in it than in Project Zero.
It's not wasted money, but it is a bet on the developers growing with the project.
Yea right, thats the official asian end-game boss dress according to your flawless logic. Too bad no one else wears it in other japanese games. Besides why are you so obsessed with dress anyway? What Im telling you is that character is just a rip off from FF4's Sakuya Haibara, you have to be blind not to realize the rip-off. Just as expected from a FF clone that can barely get into best seeling list as 70th.
We know nothing about the woman in red, yet and it is just as likely that the designers just used red as a signal color, especially since all other colors are pretty washed out in the game.
You can ride the hate train again when Act 2 comes out.

Your logic, since Halo is a FPS, it must be a CoD clone.
Also, Alma Wade wears a red dress thing...I honestly am not sure what it is..but quite a lot of girls in horror games wear red dresses. Ada Wong wears red too.
The woman in red is nothing like Sakuya, besides both wearing red.
As for better or worse it's difficult to judge on a whole, because so far we only have chapter one of DreadOut. But from what we have, I would say Project Zero is probably a better game from a gameplay perspective, as it's a more intuitive game with puzzles that made more sense. But DreadOut is not far behind.
DreadOut does however have better graphics. The sound design is excellent and the ghosts are very creative (at least not the typical Japanese ones we are used to). Anyway if you are a fan of Project Zero, you would be crazy to miss out on this game (as it's the closest thing there is to it).
You should also try the demo and judge for yourself, in fact even if you buy the game you should try the demo first anyway. Because the part in the demo, is not actually in the game
