Report a translation problem
A "folder" is a sub-division of where files are stored. For example, this game's save files. The game itself, also exists within a "folder", though save files and game data itself tend to be separate for most games. Save files are usually saved within a user's personal data folder on the computer. That way, if two (or more) different users use a computer and access the same game, their save data won't be mixed up with someone else's.
There's two potential solutions to fix this problem:

The second solution is to open the game folder itself (not the saves). This can be done by opening your library in Steam itself:
One or both of these should allow the game permission to read and write files so it can create saves for you. If you are denied permissions or access to make these changes, it means you are not set as an administrator on your computer, and you should look up online on how to do this. A guide with pictures or a video would be much easier to follow for how to do that, in my opinion, than what I could write down in steps.
