Is fluffy feathers the chicken at the entrance to Mt. Bloom?

ive been knockin out the sidequests before tai ming, but i cant get this one to seem to work, let alone figure it out, am I missing something?

Yes, that quest does involve the chicken on the first Mount Bloom map :)
