This should locally rename your character.

You can't :/
I never really thought about this, but it might be a good addition.

I tried this, and the console replied "name<new name> set". but the characters name did not change. when you say "locally" the name changes what does that mean? where can I see the new name?

You need a space between /name and <new name>.
The new name should display properly after you reload the save / game.

"<command> set" and "<command> removed" usually indicate that there's no command / functionality with that name implemented.

You need a space between "/name" and the name you want.

For example:
/name Sairek
