Anyway, I convinced Shen to go back to his sister in Taijo and when I talked to her about his return she mentioned that he is suffering from withdrawal from Exalta pills. I broke into Lily's safe and got the anti-Exalta withdrawal pills (and a face full of lead from the turret in the room) but I have no option to give them to her. When I talk to her now she just asks if I have anything to give him for the symptoms but my only response option is to buy stuff from her. Is this a bug or is there something I'm missing? I can't do anything with them because they're a quest item so they're just taking up space in my inventory.

Nvm figured it out. I had to talk to some other NPCs to have them tell me what they were even though the game tells me what they are.

I've tried this exactly, and his sister still asks if I've found anything, but doesn't give me the option of giving her the pills. I now have three sets of pills, because Lily's safe keeps restocking them, and the NPC keeps telling me what they are, but his sister doesn't accept them. I think it's a bug.

Hi,

I've figured out what your problem is. The dialog checks whether you have the pills or not, but more specifically, it checks whether you have ONE set of pills (because there's only one in the game).
Because of the safe bug, you got more than one now, so it doesn't work anymore.
In order to fix it in your case, I suggest going to Speedy to sell the pills until you've got only one left, then try talking to Chuntao again, hopefully then the option will be available.
