And, besides, you could always purchase some Neurostims. They have a use, now.
You now have those recharge stations in multiple places, as well as the Neurostims, which allow you to recharge your Focus. This is part of the re-balancing of the game and particularly the way AR works, which was in many players' opinion not fun or challenging at all before.
Of course, it does mean you have to be more careful with your Focus than before, and you will probably struggle hacking high level targets if you don't level up your AR and Hacking skills.
Or acquire of the new outfits included in the free DLC, that will refill your Focus fully.

The DLC is separate, and enables the outfits, and the new location related to them. However, you have to find them yourself in game, they won't simply appear in your Inventory. If you play through the whole game, you'll find them (or clues related to them) as you progress.
Taken from the DLC description:
"Hidden within the bowels of Harbor Prime lies a machine capable of assembling those outfits for you, provided you find the appropriate blueprints for each of them first. You’ll have to be on the lookout for clues about their location, and face serious opposition before finally earning them!"

My vote for this change is THUMBS DOWN, I freeking hate it!!!
As is, my best AR hacking time for a single target(a camera) without the "50% faster" AR skill that costs 2 points is ~60 Focus. And that was only because I got really lucky with what viruses came after me. That means that if I'm lucky -- and I'm usually not -- I can hack 2 targets before having to take neurostims or retreat to Tony's(I haven't found any other stations yet.) It's kind of weird how you no longer have to shoot through a camera's or turret's shield before you can hack it, but it still costs more Focus to hack any of them becaue of the changes that were implemented.
1. This makes the 1-point AR skill pretty useless except in a handful of situations that I can recall from my pre-Enhanced playthrough. You're almost always going to want to save up your Focus for an annoyingly(in a good way)-placed camera or a computer hack.
2. This also makes the 3rd skill in Hacking -- 50% faster focus refill -- pretty useless, unless you do that optional DLC content to get the suit that brings things back to normal. I can get back up to 11 or 13 50% faster? Um . . . yay.
3. The entire hacking and AR things just don't add up to much of a boost, really. The 2-shot and 4-shot upgrades are great in Cyberspace, but the way viruses come at you from all sides in AR -- even early in the game, when there's no way you're going to have those skills yet -- makes them only slight upgrades in AR.
4. I liked it a lot better when Neurostims were a time-saving luxury item instead of a must-have that you're going to go through like candy. Money was already tight for most of the game before this.
FWIW, my vote is to give us back the original rechage and change the optional DLC suit to speed up Focus recovery. It would be the easiest route, at least. Otherwise you really need to play around with the Hacking and AR skills and what they do, since most of them are barely any improvement at all.
I get that you wanted to go from "this is too easy" to "this is a nice challenge," but you overshot by a lot. I actually found AR and Cyberspace a lot of fun, but now they're just frustrating and I find myself trying to avoid them as much as possible.
Just tried starting a new game where I focused on hacking, putting early skillpoints into Hacking (2 sp) and AR 1(sp) and using my early cash to buy Software Discs from Tony. I then went to the first Security gun I could find (docks) and hacked it taking minimal damage (30 or so). Cameras and people are even easier, I also hacked the 3 guys outside Seeders outpost taking 30 focus damage total. And no I do not consider myself particularly good at the hacking game or anything, it's all about smart usage of the secondary attack.
I do agree that the 50% rechange time bonus doesn't make any sense now, it probably did in the old version (never played it) but now it just feels like it makes the 2 shot upgrade cost 3 SP instead of 2. Not sure what would be a good replacement for it, maybe something like 10% damage boost from basic attacks.
