What you should do probably depends on your operating system, graphics card, graphics drivers, and other such technical stuff.

I googled that graphics card, and found some opinions on Quora[www.quora.com] that said that you should make sure you have at least 8 GB RAM, because the graphics card uses the regular RAM. And I suppose that 4.96 GB might not be enough, or might not be fast enough or something? But maybe you have 8 GB RAM and Windows 10 requires 3.04 GB, so what's left should still be enough? Dedicated graphics RAM usually doesn't need to be higher than 2 GB or so, but maybe things are different for when a graphics card uses regular RAM? Oh, and the 'recommended' system requirement for the game is 4 GB RAM, so if Windows 10 takes 3.04 GB, and Dex takes 4 GB, that only leaves 0.96 GB for the graphics card.

Just guessing though. But in case someone who actually knows this kind of stuff comes by, they should be able to see if there's a fundamental problem with your setup when it comes to playing the cutscenes in Dex, or if it should work and doesn't because of some bug.

I suppose you could also try to run the game in DirectX 9.0c, in case it's a compatibility issue.
