I've just checked and you should be able to start up the generator without having the instructions in your inventory.
Perhaps I should add that little tidbit into the guide and Wikia when I get the chance. I should at least test the disappearing sheet bug BrilliantLocke encountered. The parameters will be that I need to locate the sheet before starting the Toxicity quest, and THEN starting the quest. I will see if they do indeed disappear. If it happens to me as well, it's a common bug. If not, it's user-coincidental.
I would be very great if those colours could be changed (red/blue are much harder to confuse), or even better design practice : do not rely on colour ONLY to give an information. Instead, use colour AND shape/blinking/position/whatever else to tell one from the other. Colourblind gamers will thank you ! :-)
