Report a translation problem
The radio is up on the roof of the building in the industrial area. Pretty sure you need the jumping enhancement to leap high enough to get up there. It's quite possible to beat him without disabling that arm though, as long as you keep punching and blocking, even without Melee skill. I thought he was tough, but apparently he's not that tough after all!
With a single rank in Melee you could one-two-three punch them, where the last punch does extra damage, so it's totally worth it. The rest of Melee skill is crap though, because it knocks the target down, and that just drags out the time it takes to kill. Unless you mess around with switching to a gun to shoot them while they are down. But that's not really worth the hassle.
EDIT: Sorry I didnt see that you reached the boat. From then on the enemies will be well armored and sneaky kill is not available anymore so just do as Gillsing said swipe their feet and shoot them while they lying on the floor.
such a great game, i rly love the story the voice acting and so on, the "hacking bullethell" thing is a bit too much in my opinion but its not hard so not such a problem :D
