WHO DO I GIVE THE GREEN IDOL TOO AND HOW DO I UNLOCK THE POOL SCENCE WITH THE DETECTIVE?

Green idol os the one you "chat" with on the second floor of the venue near the beach.

Once you have the swimsuit voucher just find and talk to the detective girl in one of the buildings in the same town as the pool. I forget specifically which building; and you may(?) need to do the pool events in order.
