You have to talk to the person in the development room to get both the cheat tackle and encyclopedia achievements

Big city. You have to beat the champion post-game to enter.
How do you even do this? It feels like once you get to Big City every trainer has a yarimon that's 20 levels above my trainer level. I'm guessing there's a path of trainers you go through to legitimately raise your trainer level but I can't find anymore blue icon trainers with a party that's actually at my level.

In my opinion, that was the most confusing part of the game to do without cheat tackle. Here are some strategies that helped me.
1. Leo is optional. You can lose in the Leo battle and still gain a level.
2. After the Leo battle, search around Big City. There are a few trainers in the city that are either at your level or slightly above. I remember there is a boy in the central part, maybe slightly north that you can beat easily. There are also some people on the southern part of Big City before you get on the path that leads towards the cave. You can beat them even if they are slightly above you.
3. Go west towards Harbor Town. You can find a few trainers on the road to Harbor Town that are still around your level.
4. Don't actually go into Harbor Town. Instead, check out the church area. There are a few trainers there that you can beat.
5. Go north of big city. There are a few trainers along the way there that are within your reach as well.

All in all, cycling through the path to Harbor Town, Big City, the path north of Big City, and the Church rather than just following one straight path is the strategy that I used to level up early game. I found that I was quickly getting over leveled.

I hope it is helpful! :sotgrog:

Lots of checking levels before the fight because the difficulty icon assumes using cheat tackle. Takes a bit longer because you can't clear area by area but otherwise is not too hard to manage though you won't be doing any star fights really till the 50s this way

Just tried to get this achievement, played all the way through without Cheat Tackle but the achievement did not unlock. Also did not use Wings of the Future in the final fight. Made sure to go to the Development Center after becoming Champion and talk to the NPC there, still no achievement.

I had to talk to the development center NPC multiple times after completing the yarimon encyclopedia (there will be a 'cheat tackle' dialog option once you collect all 151)

Oh wow, so you need to collect all 151 for that achievement as well, damn! Thanks.
