Report a translation problem
1. Leo is optional. You can lose in the Leo battle and still gain a level.
2. After the Leo battle, search around Big City. There are a few trainers in the city that are either at your level or slightly above. I remember there is a boy in the central part, maybe slightly north that you can beat easily. There are also some people on the southern part of Big City before you get on the path that leads towards the cave. You can beat them even if they are slightly above you.
3. Go west towards Harbor Town. You can find a few trainers on the road to Harbor Town that are still around your level.
4. Don't actually go into Harbor Town. Instead, check out the church area. There are a few trainers there that you can beat.
5. Go north of big city. There are a few trainers along the way there that are within your reach as well.
All in all, cycling through the path to Harbor Town, Big City, the path north of Big City, and the Church rather than just following one straight path is the strategy that I used to level up early game. I found that I was quickly getting over leveled.

Lots of checking levels before the fight because the difficulty icon assumes using cheat tackle. Takes a bit longer because you can't clear area by area but otherwise is not too hard to manage though you won't be doing any star fights really till the 50s this way
I had to talk to the development center NPC multiple times after completing the yarimon encyclopedia (there will be a 'cheat tackle' dialog option once you collect all 151)

no you can go into the dev room and talk to the girl and ask about the cheat tackle and get that achievement independently
