To get around steam rules that stops them from releasing it without censorship.
Like Criminal Girls from NIS was censored when it was released in the western world. So they released a mod to remove the censorship and then steam had some rules that got in the way of that, so they put the mod on their website. I suspect that's why they left the sequel as an exclusive PS vita title.
Which is crazy since there is "adult" games on steam that has no censorship.
