How do you get ballast? (Rocks)

Is the only way of getting ballast/rocks picking up 2-3 of them from rocks sticking out of the sea? or can you dredge for them or something?

You go up to rocks that are listed on the map and press E to search them. However its all a waste of time...

You can also buy them at the Ama diving place for 1 cork per rock.

Other than whatever quest requires them, nothing. It used to be, back before they normalized most of these boats, that adding ballast to a flaky hull could somewhat settle it down.
