Blue craftable ballast, what are they for?

As the title states, what are the ballast you can craft used for? The description says they are great for pontoons, but you can't place then in the water next to you like some enemy ships do.

i suspect the devs are developing it so we can further use it and build rafts - workshops , even our own sector somewhere on the map using those things so i am not throwing them away , looking forward to that feature
